Hey everyone! As your local real estate expert here in the Kawarthas and Highlands, I like to keep you informed not just about home values, but about the municipal decisions shaping our day-to-day community life. π‘π²
Lately, there’s been plenty of discussion regarding the winter operations at Millennium Park and the recent adjustments to public washroom hours. Let’s break down the facts, the council decisions, the cost factors, and how smart municipal management ties right back into our local real estate market. ππ
π The Big News & The Budget Reality
When managing public facilities outside peak summer, municipalities face real operational hurdles.
The Overtime Challenge: Regular municipal staff work Monday through Friday from 6:00 a.m. to 2:30 p.m.Keeping the Millennium Park washrooms open past those hours or over the weekends required constant overtime call-ins (which carry a minimum 3-hour call-out at 1.5x or 2x pay rates).
The Cost: Maintaining that off-season coverage was costing taxpayers approximately $33,296 per year in overtime alone! πΈ
π ️ The Council Decision: Option 4 Approved
To curb unnecessary spending amid rising municipal budget pressures, council officially approved Option #4:
Winter Hours (Thanksgiving to May Long Weekend): Open 8:00 a.m. to 2:30 p.m., Monday to Friday. Closed evenings and weekends. ⏰
Summer Hours: Unchanged and maintained smoothly via summer student staffing. ☀️
Smart Automation: Staff are updating public signage and investigating automated door locks and motion sensors to allow extended future access without incurring manual overtime costs. πͺπ€
Special Events: Full exceptions and full access will continue to be made for scheduled community events! π
π️What Were The Options Brought to the Table By Staff at the September 8th, 2026 Council Meeting?
Option #1-Maintain current schedule and status quo and pay overtime to staff as noted above for
the period from November 1 to April 30, with additional costs to be expected for other
occurrences, stat holidays, emergency events and dates outside of this 6-month window
where staff response outside regular hours is required. COST= $33,296.64πΈ
Option #2-Reduce operating hours to more closely coincide with current staffing schedule by
reducing hours to 8 a.m.- 2:30 pm Monday to Friday (no weekend hours) for the period from
Thanksgiving Weekend to the May Long Weekend each year. COST= $0.00π
Option #3-Reduce operating hours to 8 a.m.- 2:30 p. m., Monday to Friday and maintain weekend operations, resulting in an overtime cost of $618.24 per weekend x 26 weekends. COST= $16,074.24π
Option #4 : Select Option #2 for the Winter 2026/Spring 2027 season and provide direction to staff to investigate other cost savings opportunities which may be available (such as automated door operating systems which could unlock the doors remotely each morning, saving some weekend expenses) and bring these findings and/or recommendations forward for consideration during 2027 budget deliberations. COST= $0, with additional future costs $TBD ❄️
Additional Note: Special concessions and arrangements for extended hours would
continue to be negotiated and scheduled to support events between November and April
of each year, with those costs considered in the event impact, rental costs and
contributions, etc.
π§¨Staff Conclusion from the Minutes
CONCLUSION:
The Buildings and Facilities team is represented by a small number of operations staff
(3). Managing the Millenium Park bathrooms 7 days per week for extended hours year
round is costly but also impacts their quality of life and work/life balance, restricting their
ability to make plans on their weekends in the shoulder tourist season.
There are many facilities that are open beyond the proposed operating hours, including
but not limited to: several restaurants and eating establishments, coffee shops, gas
stations, and other public spaces including the town office which has a public bathroom
that is accessible until 4pm on weekdays.
If a recommendation resulting in reduced operating hours effective November 1, 2026 is
selected, staff would arrange to update signage as quickly as possible to provide notice
to the public.
π² The Local Perspective & Property Impact
Millennium Park is a true jewel of our downtown core along the York River. By streamlining winter operations and exploring automated technology, council is exercising fiscally responsible leadership that protects public funds while preserving essential summer and event access for residents, visitors, and local businesses. π️π£
π‘ How This Affects Local Real Estate Values
Fiscal Responsibility Protects Taxpayers: Smart cost containment by local council helps keep municipal tax increases in check.
Stable Taxes Drive Market Appeal: Fiscal discipline directly supports stable residential property taxes, making the area far more attractive to buyers looking for well-managed rural and town properties.
Community Confidence: When local governance proactively solves operational challenges with long-term technological solutions (like automation), it boosts buyer confidence in the region's overall infrastructure and municipal health.
π‘ The Downfalls of this decision
- Impact on Downtown Visitors & Off-Season Activity: Millennium Park is a key jewel of the downtown core along the York River; closing washrooms during evenings and weekends limits convenience for residents and visitors enjoying outdoor winter activities, trails, or downtown walks.
- Pressure on Local Businesses: Without public facilities available during off-hours, nearby downtown businesses may experience increased public foot traffic from people seeking restrooms, placing an indirect burden on local shop owners and staff.
- Balancing Public Convenience with Fiscally Responsible Governance: While early closures and weekday-only hours successfully eliminate the previous $33,296 annual overtime cost burden, the trade-off is reduced overall public accessibility until and if smart automated locks and motion sensors can be fully investigated and implemented.
Whether you're looking at a downtown town property or a rural retreat, strong local management makes all the difference. Staying informed keeps our community and market strong! πͺ✨
